Charlie was lovingly fostered by Dorothy in Florida until he met and instantly fell in love with his new Mom Ruth. 

Ruth and Charlie live in Vero Beach Florida when they aren't out traveling all over in Ruth's RV. Charlie loves all the adventures and they are "sooooo happy together".
